Galactic civilization

The main element of civilization in the Red Galaxy is the stellar system. There are, however, tenuous connections between a given stellar system and its near neighbors. An analogy would be the connections between distant Polynesian islands. The result is a galactic communication network and a thin layer of shared civilization. The degree of shared culture is higher than would be expected given the Terragenetic origin of galactic civilization.
